Research Statistician
The Chief
Research Statistician, Dr.
Phillip
S. Kott, provides expert advice to mathematical
statisticians in the Division and the Agency on statistical
methodology. He also provides advice and support to other USDA
agencies, such as the Agricultural Marketing Service, on a variety of
statistical and methodological matters. NASS has been revamping many of
its sampling designs and
estimators under Dr. Kott's direction. These changes are increasing the
efficiency of the Agency's estimation strategies, better adjusting for
survey nonresponse and undercoverage, and limiting, as much as
possible,
the burden on respondents. Dr. Kott has developed and is currently
running an e-correspondence
course on survey sampling theory and methods at the masters-degree
level for interested NASS employees. He is a fellow of the American
Statistical
Association and a member of the International Statistical Institute.
Dr. Kott also serves as an associate editor and referee for a number of
scholarly journals. |
