NASS to Reinstate Several Agricultural Estimates Programs

NASS leadership recently concluded a deliberate review of all programs against mission- and user-based criteria, aimed at finding cost savings and forward-thinking business efficiencies so that timely, accurate and useful data remains available in service to agriculture. In 2011, NASS made several enhancements within its programs and operations to deliver improved results for the American people, including opening a new national operations center in St. Louis that will centralize data collection and service to people who provide and use NASS products and services. These efforts and more over the last year have allowed NASS leadership the flexibility within its budget to retain and reinstate several key reports.

NASS Reduces Agricultural Estimation Programs

In light of funding reductions in fiscal year (FY) 2011 and the likelihood of additional reductions in FY 2012, NASS conducted deliberate reviews of all programs against mission- and user-based criteria, aimed at finding cost savings and forward-thinking business efficiencies so that key timely, accurate and useful data remains available in service to agriculture. As a result, the agency is discontinuing or reducing a wide range of agricultural survey programs. The decision to eliminate or reduce these reports was not made lightly, but it was nevertheless necessary, given the funding situation. Because of the timing of the agency’s survey work during the coming year, these decisions are necessary now.

NASS to Re-Survey Operators With Unharvested Small Grains

Due to delays in this year’s harvest, USDA’s National Agricultural Statistics Service (NASS) will re-survey small grains growers in several states. Operators will be asked to verify and update, if necessary, the acreage, yield, production and stock estimates for barley, oats, Durum wheat and other spring wheat.

When producers were surveyed earlier this month, there was significant unharvested acreage of barley and oats in Idaho, Maine, Montana, North Dakota, Oregon, and Washington; significant unharvested acreage of Durum wheat in Idaho, Montana and North Dakota; and a large proportion of other spring wheat acreage not yet harvested in Idaho, Montana, North Dakota, Oregon and Washington. The unharvested area and expected production were included in the totals released on September 30. These totals were based on a sample of producers growing small grains this year.

As a result of this re-surveying effort, NASS may release updated forecast for small grains in its November 9 report. Crop Production and all NASS reports are available online at www.nass.usda.gov.

Postharvest Chemical Usage Survey Suspension

USDA’s National Agricultural Statistics Service has suspended the fall 2011 corn crop data collection for the Postharvest Chemical Use Survey Program as a result of budget constraints. The survey provided data about postharvest pesticide use and pest management practices for a range of crops on a rotating annual basis. NASS leadership conducted a deliberate review of all programs against mission- and user-based criteria. Because of the timing of the agency’s survey work during the coming year, this decision is necessary now. NASS has submitted a Federal Register notice announcing the program suspension, http://www.gpo.gov/fdsys/pkg/FR-2011-09-28/pdf/2011-24968.pdf

NASS Describes its Use of Farm Service Agency Crop Acreage Numbers

The USDA's National Agricultural Statistics Service describes in a new document how it uses USDA Farm Service Agency (FSA) crop data in its crop acreage estimating process. The agency uses the FSA data to supplement the vast array of detailed survey data it collects from producers to make reliable crop acreage estimates. The FSA data are incorporated into the estimating process along with other variables. In doing so, NASS takes account of variations between the two USDA agencies in definitions, categories of data collected, and the time of reporting.

NASS to Collect Additional Acreage Data

In July, USDA’s National Agricultural Statistics Service (NASS) will collect updated information on 2011 acres planted to corn, soybeans, Durum and other spring wheat in four states.

NASS previously collected planted acreage information during the first two weeks of June, with the results published in the June 30 Acreage report. At the time of the survey, a large percentage of acres remained to be planted in four states: Minnesota, Montana, North Dakota and South Dakota. To better assess planted acreage, NASS will resurvey the growers in these states in July.

If the newly collected data justifies any changes, NASS will publish updated estimates in the Crop Production report, to be released at 8:30 a.m. EDT on Thursday, August 11.

USDA's National Agricultural Statistics Service (NASS) has indefinitely postponed the renewal of the Census of Aquaculture and the Tenure, Ownership and Transition of Agricultural Land Survey in order to meet its budget. NASS previously planned to conduct these surveys to gather additional data following the 2007 Census of Agriculture.
NASS also will suspend its July Sheep and Goats Inventory survey. The survey is part of a biannual program with the results published annually in January and July. Going forward, NASS will conduct only the January edition of the survey. notice in the Federal Register, providing detailed information about the program suspension, will soon be available. NASS would like to thank all of the participants in these programs for their outstanding contributions to U.S. agricultural statistics reporting.
