Sid David has a PhD in Statistics from Iowa State University . He taught at the University of the Philippines and Ohio State University prior to joining ADB in 1980. He had served as Vice President of the International Association of Survey Statisticians, member of the International Statistical Institute Council, and is the current chair of the ISI Standing Committee on Agricultural Statistics. At ADB he led the development of the agency's statistical database system and the formulation, processing and implementation of statistical capacity building projects that benefited most of the Asian and Pacific developing countries. Since retiring from ADB in 2000, he has done statistical consulting work in a number of Asian countries and in the Asian Productivity Organization ( Tokyo ), FAO, ESCAP ( Bangkok ), UNDP, UN Statistics Division, and World Bank. He is a member of an International Steering Committee that guides the preparation of a UNSD Handbook on Poverty Statistics. He chairs the Technical Committee on Survey Design that reviews all proposals for publicly funded surveys in the Philippines .
